West Carrollton City is a city in the U.S. state of Ohio, located on the west side of the Scioto River. The population was 10,521 at the 2000 census. West Carrollton City is part of the Dayton–Middletown, OH-KY-IN Metropolitan Statistical Area. The town site was chosen for its location on high ground overlooking both the Scioto River and Greenfield Township to its east and west, as well as from which units could be seen advancing upriver during times of war or peace. On July 4, 1816 it became a part of Dayton when that city's boundaries expanded to include all of modern-day Ohio except for what is now Cincinnati proper and parts of Butler County to the south and north. West Carrollton City was founded by Captain John Bicknell in 1819 as a "village" on land he had bought from Anthony DeWitt Clinton just northeast of present day Woodstock Road and near present day US 60/I-70 interchange. It became an independent town in 1825 when it gained annexation by Dayton under terms negotiated by then Mayor James Ransom with Township trustees George Stephenson (then head clerk) and Nicholas Pembroke (then justice). A post office called West Carrollton began serving residents in 1828; its name changed to Dayton in 1830 after becoming an independent town within Dayton's boundaries. The first store in town opened about this time also known as "The Gilded Cage." A gristmill operated here until 1840 when it closed due to lack of customers; however, later that year a sawmill arrived from Chillicothe to take over operation until it too ceased operations around 1850 due to inadequate water power available at that time downstream along US 60/I-70 interchange. In 1865 an iron foundry arrived from Austerlitz, Austria; however, this mill failed soon afterward because coal seams were exhausted thereabouts while steel production increased at nearby Toledo Steel Company branch plants In 1870 WCF&P railroad built a line through Dayton connecting downtown with points north At first only quarrying was done here but soon brickmaking followed suit utilizing earth taken from quarries along I-71 race track where toll roads crossed into central Ohio . Coal mine workings began about this time but stopped because no ore could be extracted without damaging property upstream These works continued intermittently until 1903 when surface mining recommenced on hillsides east side Mound View Drive SE some distance short of current edge Of course like everything else related doin' business back then thru polite conversation tryin' not too get folks started if they didn't want none o' thoses rocks avalancin' down their necks
The city of Carrollton was founded in 1818 by Joshua H. Carroll and his wife, Elizabeth. The town grew slowly until the railroad arrived in 1868, which stimulated growth. In 1870, the new county courthouse was built and served as the center of town until it burned down in 1901. The current courthouse was completed in 1922 and has been the seat of government for the city since then. In 1903, a department store called The Grosvenor opened on State Street and quickly became one of Carrollton's most popular businesses. It closed its doors in 1966 but is still remembered today for being one of the first stores to be open 24/7 in a large city.
