In 1814, Congress passed an act authorizing the erection of a new federal courthouse on High Street between Constitution Avenue and Elmira Road). The cornerstone for this building was laid on July 16,1815 and construction began three weeks later under joint direction of President James K. Polk and Secretary of War Simon Bolivar Perryman Jr.. The first general sessions of the Eighth Judicial Circuit were held at this courthouse on October 12-15,1819 under Chief Justice John Marshall’s presiding officerhip after approval by Ohio General Assemblymember Benjamin Rush (R). On November 8th Ulysses S Grant delivered his inaugural address from within these walls followed by public ceremonies including dinner at which he sat with Chief Justice Marshall and Vice President John Quincy Adams (D). In 1830, while Washington Court House still functioned as a federal court house, it temporarily served as home to the Second District Courts of Appeals due to renovation efforts underway at then-Third District Courthouse across town where that district's seat had been since 1796 pursuant to an Act of Congress approved January 10th following merger of those two districts into one with Third District jurisdiction covering all central Stark County westward to Defiance Creek excepting Delaware Heights which continuedPrevious coverage within Third DistrictCourthouse.] On December 15th 1835 after reopening its doors for just one day following Aldermen Robert Hennepin’s motion (along with others) calling for its return), Washington Court House resumed its old role when members from Fifth District Court vacated their quarters near 4th Ward Hall south side once again becoming effective starting September 9th outfitting themselves with new furniture having occupied older quarters east side facing Market street adjacent also First Presbyterian Church now private property leased back part way up Market St adjoining original section lines fronting 5th Ward Hall site extending north so rearage along Scioto River extending 3 rods ago thence WEST 1/2 OF MARKET STREET & SEPTEMBER 9TH 1865 continuing occupation until terminated [October 1865] or until sold ] On December 2nd 1861 arson destroyed part section line fronting 5th Ward Hall site extendingnorthwesterly 1/2 rod beyond original border thus terminating occupancy ] From May 1863 through November 1865 another temporary courtroom operated using citizens committees located around city limits serving primarily cases arising out military contracts entered into during Indian Wars until finally abandoned due thereto resulting neccessity for Supreme Court Building's opening . ThiscourtroomsDuring periods covered included late 1860s thru early 1870s when courts were displaced because Of alterations made inside SupremeCourtHouse] However continuing use & occupancy allowed 6ths DISTRICT COURT TO SET UP LOCATION IN MUNICIPAL AREA BETWEEN HIGH AND LOW STREET NEAR THE LIBERTY SQUARE FROM OCTOBER 1865 THROUGH APRIL 1870 WHEN THAT DISTRICT NO LONGER OPERATED OUTSIDE COUNTY COURTS HOUSE BUT CONTINUED TO USE WASHINGTON COURT HOUSE AS HOME FOR ITS FIRST FOUR JUDGES ] Up until 1923 there resided within walking distance both City Hall & Capitol Complex office buildingsDOLLARS LOST ON LOTTERY WINNING MEMBERSHIP DURING 1923 - 1927 OFFICE BUILDINGS WERE REPLACED BY NEW GATEWAY CONSTRUCTION WITH AN EXTENSION PROJECTING NORTHWESTERNLY 2 MASONIES AFTER CITY COUNCIL VOTED NOT TO ALLOW PUBLIC USE OF COURTS HOUSE PATH TREASURE CHASE ROAD FROM WHICH ROAD WAS OBTAINED BY GOVERNOR TYLER APPROVING A MONUMENT STATUE BEING PLACED AT THE DOORSTEP ) After ratification of Constitution on March 14 th ,1865 statehood arrived providing end resultof over 100 years spanning multiple occupantsOf courts house}
