In 1812, after Ohio became a state, President John Quincy Adams appointed George Bancroftwin to design and build a new statehouse at this location.Construction started on the new government facility on October 11,1812 and continued until May 3,1813 due to heavy rains that caused extensive damage throughout central Ohio. The new legislature met at Washington Court House for the first time on November 16,1812 and passed legislation creating both Ohio counties and appointing commissioners to administer them. Aftermath of the War of Independence led to increased demand for courtroom space so Judge Edward Fenton replaced Bancroftwin as architect for court operations in 1823 under Governor John Prentice’s direction statewide. Fenton designed several additions including an east wing (now used as classrooms) added in 1850; another two wings (now used as offices) added between 1865 and 1870; an addition connected with downtown Cincinnati’s Richardson Park located just south of Capitol Square; and finally alterations made inside Richmond Hall between 1895-97 that included enlargement of courtroom facilities then known as “the great room” (later renamed “the rotunda”). In 1907 J Harve Bennett renovated portions of all four wings including adding original wood flooring dating back to 1792 along with freestanding judges' chambers facing Capitol Square across fromRichardson Park windows overlooking Interstate 75Lincolnshire Hills Cemetery complex while adding three stories above groundto increase courtroom capacity by 100%.
