Warren, Ohio was founded in 1825 as a small town on the Scioto River. The commissioners chose an area near Trumbull Creek that included parts of present dayWarren and Medina Counties but did not include any part of today's Cleveland Township or Westlake Heights Township. When President Franklin D. Roosevelt designated Dayton as the temporary capital during World War II due to housing shortages in Washington D.C., he again selected an area near Trumbull Creek and ordered local leaders to find a permanent home for the city soon after its establishment; this time they decided on downtown Dayton instead of continuing down Trumbull Creek Road (now I-71). The town also became an important center for shipping goods between Cleveland and Pittsburgh. In 1868, Warren became an independent township and adopted a government based on that of a city. However, it would only exist as an advisory body to the City of Cleveland until 1898. In 1902, Warren voters enacted a ordinance establishing a school district which would serve all of Warren Township. The venture proved successful and within five years there were sixteen schools in the district; however, it would not be until 1936 thatWarrentownships own high school was established. During World War II, Warren played an important role in supplying food for troops stationed in Japan and Korea; moreover, during this time several businesses were established including JCPenney department store which still operates today as part of Macy’s Incorporated chain (today’s Macy’s is one of eight stores located inside One Franklin Mall). After World War II ended many residents decided to move away from Warren because of economic changes occurring throughout Northeast Ohio (such as steel production moving westward).
