This led to the development of handguns using bullets that resembled arrows or darts. In 1857, Urbana became one of the cities in Ohio designated as a site for testing new artillery ammunition. The purpose of this test was to determine whether ammunition could be fired accurately from cannons located in central Ohio without causing damage to surrounding homes and businesses. At this time, gunfire was still used extensively in warfare and many civilians were killed by artillery fire. As a result of these tests, various changes were made to artillery rounds and handguns during the 1860s and 1870s. By 1875, rifles had become popular among soldiers so changes were made again regarding projectiles for rifles which eventually led to cartridges being developed specifically for these devices In 1895, Cincinnati passed an ordinance prohibiting ownership or use of handguns within their city limits This law served as an effective deterrent against handgun proliferation within Cincinnati and other nearby cities By 1909, all handgun possession within urban areas had been banned throughout most of America
