Upper Arlington is a census-designated place (CDP) in Holmes County, Ohio, United States. The population was 7,798 at the 2010 census. It is part of the Columbus metropolitan area. The CDP forms the central business district of Upper Arlington. Upper Arlington was platted in 1811 as part of the land grants given to Captain Christopher Grote and his brother James Grote by President James K. Polk in recognition of their services during the American Civil War. The community name may be derived from an early settler's name, "Hancock". In 1868, General Anthony Wayne's army passed through Upper Arlington on its way to battle against Grant at Gettysburg. As a result, much of what is now Upper Arlington was destroyed or burned during the war period. In 1925, Lower Arlington became one of two villages within Holmes County when it was merged with neighboring Union Township to form a new countywide municipality called Holmes County Borough. At that time, Lower Arlington had a population of 2,898 while Upper Arlington had 8,343 residents. In 2006-2007 changes were made to local government organization within Holmes County which resulted in Upper Arlington having 9% less residents than it did before and 3% less than Union Township which contained 7% more residents total than Upper Arlington despite being located half a mile away from it on Route 11A (John F Kennedy Boulevard). This decrease could be due to other suburban communities having seen larger increases since then such as Pemberton Heights and Avon Township which have both seen surges in population over the past decade while Upper Arlington has not seen any growth at all (-2% per year). The township functions as an elected board representative for all village citizens within its boundaries who are not employees or agents of the Holmes County borough; however there are no township police officers or firefighters stationed within Lower Arlington proper or within any other village founded prior to 1984 because those positions have been transferred to Union Township Police Department and Butler Ambulance Company respectively - these positions having been added assuming responsibility for policing responsibilities following annexation by upper arlington following 2002 consolidation referendum vote results that showed overwhelmingly support for re-organization without giving voters even an opportunity to decide whether they wanted this change Additionally lower arlington does not currently have zoning authority outside its limits so development restrictions would likely need approval from higher levels if any type planning/ zoning proposals were ever brought forward
