In fact, when Crouchville merged with twinsburgh on February 15, 1845 it became an independent town with a charter from the state legislature giving it authority to own its own schools and make its own decisions about municipal government and taxation. This move helped establish Twinsborough as one of America's " pioneer" towns during this time period – herding Buffalo off-shoot Delaware Township into line with larger cities like Cleveland while also establishing twin burghers as key players within their communities despite there still being significant rural areas within those towns
