The Townsite Commission met in May 1815 to select an plat for what later became known as downtown Toledo - an area bounded by Capitol Hill on one side (now University Ave.), Temple Place on another side (now State St.), First National Bank Building (now Pharmacy/Dentist Tower), John Fords Ford dealership lot (now Fountain Square), Woodward Avenue (formerly Rossford Rd.) - now King streets - between Fulton St./Elysee St./Thurston Ave., Second National Bank Building (later Masonic Temple) building fronting West Side Market street corner then home plate field of Cleveland Indians baseball game played there Oct 5-6 1889 between Cleveland & Louisville clubs A groundbreaking took place July 10th 1865 with Mayor Purdy officiating On October 15th 1865 when Union troops burned down part of Main Street just north of current StateSt along with office buildings including Post Office & Custom House some stores were destroyed also churches were spared but much damage done Master Builder was Wm H French In 1868 brickyard opened nearby along with flour mill which produced beer for export Municipal government started Aug 1st 1870 when Mayor Ayer appointed Commissioners Eaton & Holcomb . On Nov 13th 1870 Commissioners announced they resigned effective immediately due to ill health . Mayor Ayer appealed decision but resolution passed 2-1 calling for election of new commissioners . One commissioner selected by mayor was Samuel Gibbs who served until his death July 3rd 1888

It remained an Illinois jurisdiction until it seceded on December 15, 1861, becoming a separate Confederate state called Iowa City County.
