Sylvania is a city in the U.S. state of Ohio, population 238 at the 2010 census. Sylvania was founded by John David Smith in 1824 as a small trading post on the Scioto River. In 1830, it became the seat of government for Lucas County and was incorporated as a city in 1851. The first mayor of Sylvania was J.D. Smith himself, who served from 1851 to 1865 and again from 1870 to 1881; he is also generally considered the first mayor of Sylvania proper. The current mayor is Frank Gaffney (who took office on December 1, 2017). From its incorporation until 1912, Sylvania was part of Delaware Township while it had a separate government with its own courts and school district; however, because Delaware Township Plan No. 5 extended intoLucas County and included land within present-day Sylvania limits when it was adopted in 1912, City Hall now sits within the limits of both cities (although most important activities are still conducted out of City Hall). A referendum in 1916 renumbering all municipalities in Ohio failed but did not mean that City Hall would no longer be located inside the boundaries of either city – it instead moved to what is now Elmira Road/Clinton Avenue inside City Limits after being outgrown there as well as becoming more cramped since then according to plan - which actually helped make it more user-friendly given how close everything used to be together… even down to streetlights! In 1984, Sylvania lost its status as an unincorporated community when rural Delaware Township annexed much of its territory; however, much like other communities annexed by township governments throughout central Ohio during that era, annexation didn’t change anything about governance or municipal services provided by either City Council or Mayoralty office itself – meaning that citizens living within former Township lines continue to enjoy all those same amenities minus any county tax benefits they may once have enjoyed! After years spent experiencing some pretty lackluster economic times (-1% GDP growth rate from 2000-2007) starting around 2007 onward due primarily to global recession and other factors such as industry consolidation throughout western Ohio following World War II[4] including increases along Clinton Avenue bordering Middletown Heights[5], Businessman Frank Gaffney came into power promising changes,[6][7] which began slowly but surely making their way through Town Meeting meetings[8][9][10],City Council deliberations,[11] finally coming before residents at town hall meetings[12][13] culminating with taking over management from previous Director [14]- giving residents one last chance(s)[15],[16][17]), followed up with Executive Order #1 issuing an ordinance creating new Municipal Powers & Functions effective September 1st 2017 - continuing our journey towards becoming one municipality [+18]; finally able to house our Municipal Building newly renovated & brand new under contract with Home Builders Incorporation [19].
