On November 18, 2014, a Steubenville, Ohio high school student was found guilty of sexual assault after she was caught on video grabbing and kissing a male classmate. Steubenville, Ohio is a small town located in central Ohio, about 20 miles west of Cincinnati and 100 miles east of Cleveland. The population was 12,000 in the 2010 census. It has been the local home to Steubenville High School for over 100 years. The town was first settled by German immigrants who arrived from Steuben County, New York in 1814. In 1820, the community became known as "Netherlandsburg". The name change came about because of an incident that took place there on November 21st of that year when a group of young men from Netherlandsburg looted a store run by John Sweeny. In 1827, Steubenville became part of the newly created township of Ross Township and its name changed to "Rossburgh". On February 14th, 1860, it incorporated as a village with a population of 1,500 people under the leadership of Mayor Isaac J. Kapp and Councilmen David Spielman and Moses Boerner. The village had two stores and three schools: one for boys only (founded in 1865), one for girls only (opened in 1880), and another for both sexes (opened 1902). In 1914-15 the management company merged with United States Steel Corporation to form United States Steel Corporation-Steubenville which still exists today as United States Steel Corporation-Rossendale . On December 11th 1920 Steubenville voters passed an ordinance establishing prohibitionism as their official policy followed by Governor John Hylan's administration which banned all liquor sales within city limits effective January 1st 1921 . This ban increased business opportunities for breweries in town since they could now ship their beer directly into surrounding counties without having to go through Steubenville; this allowed breweries such as Pabst Brewing Company to thrive while also limiting competition among local brewers . On June 3rd 1926 while intoxicated President Franklin D. Roosevelt held a press conference at Lycoming College where he announced his intention to run for re-election in 1928 against incumbent William Gibbs McAdoo; prior to this announcement some rumors circulated that FDR may have been exposed as working with Al Capone during his time at Columbia University but these rumors were never confirmed . A number of businesses closed down due to Prohibition related tightened regulations including those belonging to Pabst Brewing Company which continued operations until 1933 despite Prohibition being repealed nationwide; however they did divest themselves from brewing activities completely* (*Pabst Brewery Holdings Inc., parent company)
