Sacco founded a gristmill on the river bank and developed land around it for farming and milling purposes. He also built a house on an elevated knoll overlooking the river. By 1800, Sacco had two sons and one daughter living in Steubenville proper with their families. In 1811, John Rodgers married Ann Miller of Lancaster County, Pennsylvania; they moved to Steubenville soon afterward. They raised three children there: John (1812-1892), Mary (1814-1894), and Anna Maria (1816-1907). In 1821 Rodgers became justice of the peace for Butler County; he served until his death in 1875. John Riggio also served as justice of the peace during this time period In 1830, Abram French started a sawmill on the steamer "Centennial" which soon became a major water transportation link between Manchester and Erie Canal ports across Great Lakes region During the 1840s most of western Butler County was deeded to Ohio by treaties negotiated between Great Britain and its allies following its defeat at Yorktown Heights during American Independence War In 1850 President James Kappemon assigned portions of NW Indiana Territory including present day Steubenville to Ohio as part of Treaty of Guadalupe Hidalgo which ended Mexican–American War

The Steubenville, Ohio native Samuel M. Worley was one of the signers of the United States Constitution. He also served as a delegate to the Continental Congress in 1787 and 1789. After the American Revolution, Worley became an advocate for independence from Great Britain. He died in 1812.
