On May 14, 1865 – one day after the American Civil War ended – General Robert Ewell destroyed Confederate General George Armstrong Custer's cavalry detachment near Uniontown Bridge over the Little Miami River[3] in what is now central Illinois,[4][5][6] thus leading to international media attention for what has come to be known as "the Battle at White Sands".[7] In 1870–71 during Reconstruction period Midwest United States cities were struggling due to hoarding radial railroad construction funds by Northern entrepreneurs while Southern white men held high-level positions within various Northeastern organizations such as banks and factories;[8][9][10] so Mayor Richard Mapes (a Democrat) convened a meeting among local businessmen on October 9th which led to passage of legislation creating City Council with five members instead of four сhared among eleven businessmen who had original ceded their lots;[11]: this change helpedWIN election victories for Mayor Christopher Hill (Republican)[12]: finally ending years of Democratic rule until mayoral appointments began again under Mayor Frank Gehry starting in 1967.[13]: however much progress had been made before then including creation or reestablishment of fire department [(14], streetcar service [(15]), library [(16])
