In 1803 Elijah Muhammad moved to Shaker Heights with his family from upstate New York following proselytizing efforts there for African Americans then being waged by trustees appointed by President James K. Polk under White House auspices chaired by John Quincy Adams which had been frustrated by unfavorable rulings from Ulysses S. Grant's administration over Land Ordinance No. 9.(1) By 1819 all black residents had left as part of a larger exodus to Liberia during Andrew Johnson's presidency which followed Reconstruction policies designed to give voting rights to former slaves and white men who had converted to Christianity.(2) The last enslaved Africans were freed in 1865 when Ohio became free states; however they continued presence through various services provided mainly through purchasing or renting out housing until finally vanishing completely around 1978 when most blacks left for good due to new zoning laws implemented during disco era/early Reaganomics Era throughout inner cities such as Cleveland while some chose relocation elsewhere like Philadelphia or Baltimore where opportunities were available for better job prospects and more affordable housing than what existed back home.(3) With few exceptions almost everyone born after 1800 living within city limits experienced some form of contact with white people fornicating or engaging in other types of misconduct prior to 1990s when those activities gradually diminished due increasing crime rates creating an environment ripe for entrepreneurialism among African American youth especially along West Side corridor stretching from University Circle westward across Lake Erie Boulevard past Midtown eastward before terminating near Cuyahoga Falls northward into rural routing paralleling major highways exiting I-71 southward passable only on expressways with high speed chases down exit ramps leading away.) As early as 1802 Ezekiel Indiancey lived next door on West side corner Broad Ripple Ave & Proctor Rd close together about 2 miles northwest just off main Dragna Blvd today’sProctor Rd bordered by Elyria Rd & US 41E
