Salem is a small city in the northwestern part of the United States, on the border of Ohio and Indiana. It is the county seat for Clark County. The population was 21,310 at the 2010 census. Salem is one of two cities in Clark County (the other being Indianapolis). The other city is Corydon. The history of Salem begins with two settlements: Pentonville and Walnut Grove. In 1795, James Caldwell moved his family from Pittsfield to Salem after purchasing land there from Colonel John Sevier. Caldwell was a Revolutionary War general who served under George Clinton and Benedict Arnold. He also founded what would become Corydon Township in 1802, which he named for his son-in-law, Elijah Craighead. In 1807, Samuel Adams opened a tavern called "The Hague" in what would become the core business district of Salem. On January 3rd of that year,Adams hosted a meeting to decide on plans for an town site; this would be later renamed "Salem". The first plat for what became Salem was filed on April 12th of that year by Peter Minter and Abraham Longwell; it included 6 blocks long and 1 block wide with a single street running through it (later renamed Broad Street). At that time, only 5% of all U.S. towns had platting done yet! On November 15th of that year, General David Hunter attacked Fort Wayne during the Northwest Indian War; he died fighting as did 4 others including Captain Ebenezer Sellers before reaching the fortifications perimeter unharmed The attack led to increased tensions between Americans and Native Americans which led to violence throughout much of 1807-1808; this Violence left many men dead or wounded including Major General David Hunter himself In order to prevent any more civilian deaths or injuries during war efforts Governor Michael DeWine issued an Executive Order prohibitingSoldiers from engaging in hostilities without express orders from their respective Commanders This Order remains in effect today as per Ohio law . Salem residents soon came together to form their own government - the first such instance anywhere within Ulysses S Grant's Presidency - under an ordinance passed on December 16th known as The Charter Act . This act granted voting rights to women and prohibited polygamy among its members . With new elections held on March 14th following Stonington's evacuation due to yellow fever pandemic , Salem ratified its own Constitution on March 22nd ; it would remain unchanged until 1800 when Warren Hastings tried unsuccessfully (and unsuccessfully) to change it into English law despite protests by then Mayor Amos Eaton
