In 1903, a group of Rocky River farmers formed the Gun Swivel Club to promote and protect their shotguns from theft. The club’s first meeting was held on October 12th. They developed a system for rotating shotguns in order to prevent theft. The club also created a tag system for identifying shotguns that were not stolen. The Gun Swivel Club continued to meet until 1912. In 1914, the Rocky River Rifle and Shotgun Association was founded and the Gun Swivel Club became its primary sponsor. In 1916, the Gun Swivel Club organized a shotgun show at the Big League Grounds in Rocky River. This show helped spread gun safety information and gave members an opportunity to test their shotguns before they were sold to customers. The show also served as a networking opportunity for theclub members. In 1921, the club merged with the Ohio Rifle and Shotgun Association (ORSA) which had been formed earlier that year by several businesspeople in Columbus who wanted to create an organization that would support rifle shooting events throughout Ohio. ORSA renamed itself NRA after the National Rifle Association (NRA). NRA continues to be responsible for promoting gun safety education across America today.

The racial makeup of Rocky River Village was 98% White; 0% African American; 0% Native American; 0% Asian; 0% Pacific Islander; and 1% from two or more races. Hispanic or Latino of any race were 2%.

Some of the early history of Rocky River, Ohio can be found in the deed from April 15, 1792, which granted land to John Holmes and his heirs. The grant was part of a larger tract that also included much of what is now Lawrence County. This area was known as the Holmes Purchase. In 1813, Captain William Hulbert built a cabin on what is now State Route 8 in the town of Rocky River. He named it after himself, William Hulbert. In 1815, John Morse bought land in what is now Lawrence County from Captain Hulbert and established a post office there. The first store in Rocky River was opened by George Wirtz on February 26, 1816. In 1830, Ohio General James Kettling sold portions of Rocky River to Isaac Humphreys for $1,250 cash. Humphreys renamed the area "Humphreys Valley". He did this because he considered it to be one of his most important agricultural holdings in central Ohio. Humphreys continued to own and operate the post office until 1840 when he moved away and died intestate without any children or successors appointed as administrators. His land passed through many hands before it came into being owned by John Lewis (1849-1922) who operated an ice cream parlor near Chillicothe for many years before selling it to Harry Laughlin (1920-2002) who operates the present day Laughlin's Ice Cream Parlor on State Route 12 north of Chillicothe . The first school in Rocky River was organized on July 21, 1836 by Amos Bowman with five students attending school for two weeks using materials provided by local farmers. On October 16th same year Mr Clements purchased nine acres adjacent to School House from Mr Bowman for $10 per acre real estate value at that time . After purchasing said property he erected a log cabin which served as School House until 1862 when another building became necessary due to increased enrollment at School House caused by increased transportation needs following the completion of rapids on the Scioto River during its annual flood period
