The city was named for General George Washington Powell who served as Governor of Ohio from 1788 to 1792 and Major General of the Continental Army during the American Revolution. In 1811, Powell's brother Nicholas founded a gristmill on the Scioto River near what is now downtown Powell. A post office called Powell was established in 1813, and remained in operation until it was discontinued in 1893. In 1821, Anthony Wayne built a log cabin on land that he donated to the town of Portsmouth Township under an agreement that future towns would share revenues generated by his millinery and tanning operations. In 1830, James Mifflin opened a general store and blacksmith shop at what is now First National Bank Square; this became Pittsburgh Terminal Companyhops & Store No 1 later known as First National Bank Square - also home to Third World Cafe (now Zingerman's) from 1971-1985 before moving into its current location across the street from City Hall Plaza in 2001 Scioto Township trustees voted on November 25th, 1840 to name their township after General George Washington Patton because he had just become Secretary of War under President Andrew Johnson The City of Portsmouth organized with a meeting on December 13th of that year

The first known white person to live in Powell was John Fenton, who arrived there in 1813 with his family from Pennsylvania. Powell was platted in 1824 as a township by commissioners James Laughlin and Samuel Dudley. On July 4, 1825, Powell's first treaty of friendship and alliance was ratified by President George Washington. The town served as an important military post during the American Civil War because it lay on a strategic road connecting Cincinnati with Fort Pitt across the Huber Heights Bridge over the Monongahela River. In 1865, Confederate General Robert Ewell's army destroyed most of Powell before withdrawing northward through Dayton into Union territory

By 1830, these three cabins forming the nucleus of what would become Powell had a total population of six people. In 1836, General Edward Prentice moved his headquarters from Cincinnati to Powell to serve as military governor duringthe Mexican American War (1846–48). In 1847 he erected a battery at Chautauqua Lake to protect Native Americans from white settlers encroaching on their land south of the forks of the Miami and Erie Rivers. That same year he married Anna Hinton and settled down in Powell with his new bride and two daughters by his previous marriage.Anna Prentice later became one of America's most respected women educators; she served as presidentwoman for Butler County (1907–1910), directorof public education for Athens Township (1920–23), superintendentof public instruction for Mahoning County (1927–30), and chairwomanof Central Ohio Education Association (1945). She also founded The Anna Prentice School Foundation in 1907 which provides scholarships to high school students throughout Central Ohio based upon academic excellence rather than financial need
Powell was founded in 1788 by the Polish-American John Powell and his family. The town was named for General George Washington, who had a house in nearby Georgetown. The first post office was established in Powell in 1814. In 1828, the town became a county seat of Vinton County.
