Powell was founded in 1848 by David Powell, a General in the Union army during the American Civil War. The town was named after General Powell's father and it is located on the National Road which traveled between Cincinnati, Ohio and Indianapolis, Indiana. The town experienced rapid growth during the late 1800s as an agricultural center and served as a transportation hub for goods movement across the Ohio River. In 1907, Powell became home to the first modern gun sights factory in America when Herrick Manufacturing Company erected a 12-foot high metal frame sight tower at its downtown site. The tower remains extant today and is a popular tourist attraction.

Powell, Ohio was the site of a pivotal gun sights history event in 1865. The town was located on the extreme western edge of the United States, and its location made it vulnerable to Indian attacks. This made it important for American arms manufacturers to set up their production facilities there. One such manufacturer was George W. Browne who constructed a factory in Powell in 1865. This factory became known as the Browne Manufacturing Company and produced rifles and artillery shells for American troops during the American Civil War.
Powell, Ohio is a town in central Stark County, Ohio, United States. The population was 2,636 at the 2010 census. It is part of the Lima-Canton, OH–KY Metropolitan Statistical Area. The town was laid out in 1814 by General David Powell as a place to raise cows and calves for his cattle drive from Kentucky to Toledo. In 1828, he donated land to make up for an omission in the Treaty of Paris that awarded Ohio Territory to the United States after their victory over France in the War of 1812. The town developed slowly until it became a commercial center with its own school system and post office in 1851. Its growth accelerated during the 19th century when railroadroads came through the area and mills were built around downtown. From 1870 until 1920, Powell was home to one of America's largest agricultural populations with corn, soybeans, wheat and other crops being grown on some 1 million acres (500 km²). In 1960s when John F Kennedy won Ohio's U.S presidential election against Richard Nixon without winning Powell because his campaign headquarters were located in Cincinnati instead, many people thought they lost something valuable by not voting there because John F Kennedy would have been more likely to be elected if he had come from Powell instead of Cincinnati. After John F Kennedy's death in 1964 both statehouses were changed hands resulting in much speculation about who would succeed him as president due to term limits; however no such successor emerged so Powell regained its status as an important political center within Ohio
