In 1815, Commodore Amos Kendall built a wharf at present day Portsmouth Harbor to serve as a base for American shipping during the Peninsular War against Napoleon Bonaparte. During World War II, Portsmouth was one of three ports across America open to British vessels docking for supplies before being unloaded onshore at Norfolk Naval Shipyard for storage until transferred to American submarines or delivered directly to allied warships afloat.
