From 1944 through 1945, Navy personnel conducted Operation Neptune's Spear which aimed to destroy Japanese targets on Guam using aircraft flown from NAS Pearl Harbor The city also saw significant growth during the late 20th century with downtown being completely renovated between 1984 and 1988 following a fire that destroyed many buildings dating back to 1870 During most of this time there were no plans or funding available for any renovation other than simply patching up old damage In 2000, Mayor Tom Godfrey announced plans for a $25 million dollar renovation project dubbed "Creative Arts Renaissance" which would include new sidewalks and public art plaza as well as developing several new areas near Interstate 71 where commercial development had taken place over the years
Portsmouth was founded in 1795 by the brothers Nicholas and John Parsons. The town grew rapidly during the 19th century, absorbing neighboring towns such as Westerville and Delaware. In 1825, Portsmouth became a city under the terms of the Ohio Constitution.
