The first known settlement in Portsmouth was called Newnan, which was destroyed by a flood in 1795. Brewer took office as Mayor with a mandate to improve economic conditions for all residents within his City Limits Council Area (C-1). He announced plans to reduce crime, increase access to education and promote economic development within C-1 while preserving cultural heritage within that area through events such as festivals and concerts at local historical sites like Bassett Hall or from shore-to-shore on Lake Erie. In 2017 Mayor Brewer announced plans to rename Old Town Square after Commodore John Prentice - one of America's most famous naval commanders during World War II - creating more than $10 million dollars over 5 years for local businesses who will be able to use that money toward job training programs for veterans or small business owners opportunities windows into middle class life outside of government assistance
