In 1830 President Andrew Jackson appointed Commodore John D'Estaing Commander-in-chief West Indies Station aboard HMS Guerriere while stationed at Portsmouth Harbor where he met Commodore Perry who persuaded him to visit America instead of returning to Europe In 1840 Admiral David Dixon Porter landed his squadron at Hampton Roads Naval Base with USS Constitution escort for a demonstration against Spanish American War ships blockading Tampa Bay - this event has been variously interpreted as an attempt by Lincoln to show Ulysses S Grant that he could fight naval engagements successfully when compared to Robert E Lee In 1861 Portsmouth Plantation burned down after loyalist militia led by local resident Daniel Boone attacked Confederate General Richard Anderson's headquarters There were no injuries or damage but over 100 head of cattle were killed and many barns were destroyed Between 1865-1868 Portsmouth developed into a major port for grain exports with several large warehouses being built including one still standing today known as Building A The city limits were expanded from just two blocks eastward along State Road 3 to include all of Green Township plus most ofmuskingum county between 1961-1968 when it was combined with neighboring Lancaster County
