Portsmouth is located on the southern edge of the city of Cincinnati and is bordered by Reynoldsburg to the north, Uniontown to the east, Willoughby County to the south, and Hamilton Township to the west. It lies within Cuyahoga County. The first permanent settlement in what would become Portsmouth was built on the site of present-day North High Street and State Route 62 in 1813 by Captain John Todd and his men while they were exploring what would become Cincinnati. The town site was chosen because it had good water resources and its location near two rivers made it an obvious choice for a commercial center during 19th century America's growth as a transportation/production society. The first post office opened in Portsmouth on July 10, 1814, under Postmaster General James Doolittle's administration with territorial mail service beginning November 1 that year.
