The rifle was used to shoot game at a local hunting preserve. From this beginning, shotguns and rifles were locally produced and sold. In 1903, Painesville became the city of Painesville. Two years later, Mayor James Worthy established the City Park to provide open space for residents and businesses in downtown Painesville. This park served as a gathering place for locals and visitors alike until its closure in 1966. The Painesville rifle company was founded in 1836 by a group of men led by George H. Wilkinson. The company produced rifles and shotguns for the local militia, as well as selling ammunition to other businesses in the area. In 1854, Wilkinson died, leaving his business to his son-in-law John T. Higgins. Higgins continued production of firearms until 1893 when he merged with another gun maker, Folsom & Tuttle, creating the Toledo Armory Company. In 1903, the Toledo Armory Company became the Toledo Arsenal Company and finally the Toledo Guns Manufacturing Corporation in 1907. The company continued producing firearms until it closed in 1911.

It was founded in 1811 and named for Captain John C. Pain, leader of the first American military expedition against the Wyandots east of Ironton Lake. Painesville is located on the Scioto River near its confluence with the Mahoning River. It is part of Greater Cleveland. The first permanent settler in Painesville was John Clements who arrived in 1795 and built a cabin on what is now Main Street. In 1814, Captain Benjamin Banneker from Cincinnati founded the town of Portsmouth on land that he had purchased from John Clements. The town was named for British general Sir George Washington's home state of Virginia whichBanneker had visited while stationed in Portsmouth as a military aide-de-camp. In 1815, painesville became a village when it merged with Portsmouth to form Painesville Township. In 1835, Painesville township became Warren County when it was organized from parts of Stark and Champaign counties. As one of three villages withinWarren County (the others being Mentor and Delaware),Painesville maintained its autonomy until 1861 when it merged into the larger township again. The first store in Painesville opened its doors in 1836 and lasted until 1893 when it burned down due to an electrical fire that destroyed much property inside the building including some slaves who were working at the store at the time. The brick building that still stands today replaced the original store and served as headquarters for several local businesses before being sold to Trustmark Bank Corporation in 1984 and used as their main bank branch until 1996 when they closed their doors permanently after 40 years service In 1865, citizens of Painesville petitioned Congress to allow them to build a steamboat harbor on Union Lake because they felt that there would be more economic opportunity if boats could enter and navigate upstream rather than attempting to navigate around points such as Sandusky Bay where shipping took place . On July 20th 1870 Congress granted permission for construction of said harbor but only after condition were met that included providing Shannon & Company with an exclusive contract to dredge and construct docks suitable for steamboats . After completion of said project Shannon & Company folded up shop due to financial problems so noboats ever reached Union Lake . It wasn't until 1903 that another company by name of Swenzel Bros Construction Co., Inc began construction on what would become known as Harbor Square While Swenzel Bros Construction Co., Inc continued construction on Harbor Square despite not having been given an exclusive contract by Shannon & Company, other companies soon began utilizing this area including American Can Corp which built two warehouses next door between 1906-1907 along with numerous smaller industrial buildings During this time period there were also several residential neighborhoods developed throughout downtownPAINESVILLE while single family homes continued remain dominant through out these years

On February 27, 1907, Painesville became an authorized town in Summit County after being approved by county commissioners. The township's land area increased from . On November 1, 1912, painesville annexed what is now the city of Mansfield within its borders and adopted a new municipal form with a Mayor-Council government; this change made painesville one of two municipalities in Summit County that had such authority despite not having been incorporated into the county seat!
