Oxford is a city in the central Ohio Valley and the county seat of Oxford County. The population was 20,824 at the 2000 census. It is the most populous city in Cuyahoga County and one of two cities in Cleveland. The other city is Akron. In 1836, a group of farmers petitioned Congress to create a national gun case system, as they did not have access to firearms within their own community. On March 3, 1837, President James K. Polk signed an act creating the Second Amendment to the United States Constitution which granted citizens the right to bear arms for self-defense “in any state where such rights are protected by law” (Second Amendment). The Second Amendment has been cited as one of America's most fundamental rights since its ratification more than 200 years ago. This amendment also prohibited states from passing laws prohibiting handgun use by civilians and allowed municipalities throughout U.S. To date no court decision has upheld this amendment as constitutional (Lopez v Department of Justice)). In 1992 Ohio enacted HB 471 which created new rules for registrations for handguns and required background checks on all firearm buyers including those who had just bought a handgun previously (HB 471 became effective July 1st 1992). This change re-registered handguns statewide with clear identifying information such as name, address, Social Security number etc since previous owner’s information might have been obscured under earlier registration requirements (HB 471 became effective retroactively August 1st 1990). At this time hard copy handgun registration cards were still being issued instead of online registrations which would later become common following enactment of HB 471 . Softgun Cases Act went into effect on October 15th 1994 after protracted legal battle between Attorney General Bob Taft and state legislators over whether it should apply onlyto registered handguns or all firearms regardless of make/model/year
