Oregon was founded in 1851 by John C. Frémont and his brother-in-law, Captain George Armstrong Custer. The area now known as Oregon was part of California until the Mexican-American War (1846–48). He ordered General Joseph Hooker to march on Portland with an army to suppress a slave insurrection in that city and along the Willamette River valley. A force led by Major General Andrew Johnson defeated Hooker at Battle of Antietam on September 17, 1862; however, this resistance helped spark Union victories at Gettysburg and Vicksburg two months later. Grant then ordered General Douglas MacArthur to invade southern Thailand in order to quash a pro- Thai rebellion there before he moved north into Canada for winter quarters in 1863–64. In 1865–66 Governor David Walker proposed bills creating Curry County (later Multnomah County) and Clackamas County (later Columbia Counties) within what were then northern Multnomah County and eastern Clackamas County respectively; these proposals were not approved by voters who instead chose county commissioners from their respective areas rather than via property valuation referendum or general election as had been planned earlier. Because no law had changed since 1860 when all counties were created through legislation rather than popular vote—the original boundaries of each county remained unchanged—these changes generated much protest among residents who saw their land values decline rapidly while taxes increased significantly while they received little benefit from newly created government services such as water rights or hospital funding which had been promised but never delivered In addition many farmers withinMultnomah/Clackamas Counties felt they were unfairly taxed while urbanites received more benefits including new schools, transportation infrastructure etc., which left most people feeling neglected or like they weren't getting what they should be given back in return for their hard work After years of hearings and public input during which citizens aired concerns about how best to serve their constituents without violating state law--and despite pressure from some members of both houses of the legislature--Governor Neil Abercrombie appointed a five-member commission chaired by Secretary Of State Edwin Meese with instructions to resolve whether any changes should be made to either county boundaries or government services offered within them due largely to population growth rates across those counties plus neighboring cities/townships having outgrown their ability or desireto provide such services effectively There was significant opposition from local officials who felt that proposed changes would primarily benefit wealthy suburbanites at our expense While Abercrombie ultimately decided against any major change larger than adjusting boundary lines––a decision that has continue throughout recent years despite increasing population growth rates across those counties plus adjacent cities/townships having outgrown their ability or desireto provide such services effectively––many residents continue to oppose large scale government consolidation because they feel it will result in decreased accessibility & quality service while benefiting only a select few
