Norwood, Ohio is a city in and the county seat of Butler County, Ohio, United States. The population was 25,693 at the 2010 census. It is the fourth-largest city in Butler County and the twelfth-largest city in Ohio. The first settlers in Norwood were farmers who arrived from Pennsylvania in 1795. By 1811, Norwood had developed into a small town with a stores and taverns. On July 4, 1816, Norwood became an independent village when it ratified a charter from Ashtabula Township. In 1825, Noble Dyer donated land to form what would become the center of town. In 1830, Amasa Phelps donated land to make way for what would become State Street which headed east from downtown until it met Wooster Road near today's Civic Center Park. Norwood was incorporated as a village on February 11, 1836 by order of the General Assembly of Ohio under Chapter 1003 of the Revised Statutes. On October 5 that year it passed a resolution recognizing nearby Cleveland as the new county seat due to its large population growth during that time period and because Cleveland's vote on November 3 had given Butler County (then part of Holmes County) its first elected officials including two commissioners. On January 1st 1861 Norwood became one of twenty villages established by act of Congress as part of Organic Laws No.: 6 Of 1862 (12 Stat: 892). This law created rural township government with centralized authority over local institutions similar to that now exercised by townships across America but without voting power or representation within those councils; villages were instead governed through resolutions passed by their respective selectmen or trustees subject only to review and alteration by township supervisors whose term expired at midyear according to section 9-1-2(c)(2) [of Township Code]. The following year on March 13th village Supervisor John Ahern resigned after refusing to sign an ordinance requiring all citizens between eighteen years old and sixty years old living within three miles (5 km) thereof must pledge allegiance to The Union before being allowed to vote; this ordinance was subsequently repealed five days later when angry residents gathered outside his home seeking redress for injustices they believed he had caused despite evidence he could not have known about since November 2nd when Act No.: 655 Of 1863 authorized municipal elections unopposed excepting Indians under twenty six months military service] Butler County then annexes neighboring Holmes County effective March 16th 1861 located just north west along present day State Street between Wooster Roadand Noble Dyer Road .
