Although some smaller businesses did remain headquartered in downtown Cleveland throughout this time period - such Ascoli Assicurazioni & Sicurezza (now AXA), Chasen's Pharmacy (now Walgreens) and JCPenney - most large firms relocating during this era left for more competitive locations on or near Lake Erie where they could offer their products at lower prices than those available from downtown Cleveland. Norwalk was founded in 1836 by Captain John Norwalk and his family. The town grew rapidly after it was designated as the seat of Canfield County. In 1870, Norwalk became the county seat of Canfield County. The first courthouse in Norwalk was erected in 1872. It is now located on Main Street. The town also built a school and a jail in the early years.
