In 1836, pioneer settler John Jellico donated land east of town to build what would become Wellesley Village,[2] which became an important center for African-American settlement in early Cleveland due to its proximity to slave markets around Lake Erie.[3] In 1850, after protracted discussion between Norwalk residents and trustees of Colesville Township over boundary changes proposed by that township's president Nathan Sargent,[4] settlers reached a consensus on a new line extending north from Wellesley Village towards Clevestersville;[5][6][7][8] this line remains today as Vine Street (or State Route 6).[9][10][11] In 1853–54, during debates about whether or not to annex neighboring townships along with Muskingum County into Cleveland,[12] Norwalk voted against annexation because it favored keeping those municipalities independent; but Muskingum County did annex them anyway[13]. On February 2nd 1865, following Prescription Act passage that allowed for unconditional African American suffrage within white male voting districts within 50 miles (80 km), norwalk votes 10-0-1 for incorporation into Cleveland;[14][15][16][17]: "The citizens were unanimous in their desire to become one with neighbor [Cleveland], setting forth before us an unbroken record throughout our history."[18]: This vote set off several days of celebration culminating with an outdoor parade through downtown Norwalk on Saturday April 24th celebrating black political rights.[19]: Afterward many businesses announced plans to open late that night service because no one could get out during rush hour! The city experienced rapid growth until World War II when manufacturing applications declined while post office activity increased due primarily to GI Bill enrollment. During the war yearsnorwalks' popularity plummeted as military families moved away leaving behind huge vacant lots; however some reopened after 1945 once troops had returned home and wartime shortages ended. Rapid postwar suburbanization led againto large vacant lots until finallya renewalinthe1980sledto renewedinterestinNorwalkerduringthe 1990sbrings backrevivalismtoday."

In 1827, a gristmill were erected by John Hines around which development proceeded rapidly for over 30 years as corn production increased with new land being acquired along Canfield Creek. One early resident reported that “We have been here about 60 years – we all started out as farmers; some got married before coming here, others came after they had children” . In 1865 local citizens organized a fire company which became one of the most popular organizations in town during this time period. On November 10th 1865 a large fire destroyed part of downtown Norwalk including much of what is now Artesian Aqueduct Park
