The townsite was laid out in 1836 by Rear Admiral Nathaniel P. Butler as part of a land grant to him from President James K. Polk. The first settlers in Norton were farmers who came from Pennsylvania during the early 1830s. They cleared and built homes on their farms until the Panic of 1837 stopped many people from farming in that area because of lack of money. In 1839, Captain George Stephenson founded a steamboat company called Stephenson & Company Shipping Co., which transported goods between Cleveland and Toledo using barge traffic. The business grew rapidly and by 1840, it had become one of the largest shipping companies in America with its own warehouse and dock at what is now known as Main Street/Route 66 (now State Route 235). By 1850, Captain Stephenson had sold all his shares in the company to other investors, including Edwin Laughlin Sr., who renamed it Laughlin Navigation Company; Samuel Morse became its first president; and John A. Norton became its second president In 1866, General John A. Norton donated 5 acres (20 dunams) to be used for a public square in Norton Township where citizens could gather for trade fairs, elections, or other civic events On October 1st 1870, when Ohio turned 55 years old (the day before it attained statehood), General John A-A-N-T moved into his new home on behalf of all Ohioans an address not found today: "Mansion House", now house number 4 across from High School on Sharon Road near exit 221A off I-71 Commodore Oliver Hazard Perry visited Ashland County while stationed at nearby Coxe Army Airfield during World War II After the war ended he donated land to create what is now Fort Benning National Military Park .
