In 1835, when territorial control over Indian Territory expired, General James K. Polk ordered Paulding relieved from his duties as mayor and replaced him with Elijah Boren... On December 1st of that year Vandalia became the third incorporated town in Niles Township when it amalgamated with neighboring township Scioto on December 3rd following an election held by trustees authorized by law... The merger created a new municipality which was known until 1898 as "Niles Township", because no other incorporation or change occurred until then." In 1906–07 there were two fires in different parts of town – one destroyed part of Main Street while leading up to First Baptist Church; another caused $1 million damage to homes on State Street between Elmwood Avenue and Main Street NW... Mayor John Husted supervised construction work on rebuilding Second Baptist Church which reopened services on October 12th 1907 just after Christmas Eve… When statehood came about in 1912 much discussion centered around whether or not to give city status but it wasn't until 1914 that Mayor Albert Sutherlin got approval from both sides at City Council meeting to make it official." In 1916 drinking water became available for residents throughout most of Niles after being piped into local townships through wells drilled under public land… By 1922 most businesses had moved outta town due to high taxes levied against them by township governments…" An important event during this time period happened when Drury University bought property adjacent to Municipal Park where they would build their main campus today. This marked the beginning of heavy development along US 22 east side extending downriver into Cleveland Heights."
