New Philadelphia, Ohio is a town in Muskingum County, Ohio, United States. The population was 2,814 at the 2010 census. It is the county seat of Muskingum County. New Philadelphia was founded by Levi Hicks in 1811 and named for Philadelphia, Pennsylvania. New Philadelphia's first post office was established on October 15, 1811. The town was platted on November 3, 1815 by order of the General Court of Ohio under the name of "Hicksburgh." NewPhiladelphia incorporation took place on December 12th of that year. On January 1st 1819 it became a part of the new state of Michigan Territory following its creation from muchof what had been Indiana Territory. The village growth spurted during the 1830s as Methodists came to live near central business district in Cincinnati due to religious reasons and opportunities for trade opened up with Toledo (then Presque Isle) across Lake Erie. When Tippecanoe County was organized in 1840 it annexd NewPhiladelphia from Muskingum County as well as other villages east and west of Dayton along Cuyahoga River including Sayville and Shaker Heights; but these annexations were never ratified by state legislature because wealthy farmers opposed any government control over their land titles which they saw as an infringement upon their individual property rights. In 1850 Ulysses S Grant visited Warren Township while campaigns were being waged for president between John Quincy Adams (the victor) and James K Polk (the runner-up). As he walked through Hancock Township he noted that there were no houses or fences nor any sign that anyone lived there except some cows and four pigs grazing on a small piece of ground nearby which served as an animal pen since there wasn't enough room to build a barn or storehouse around them adequately; he called this location "Fenway Park". This description set off rumors throughout eastern Kentucky about Grant having discovered a huge quantity of treasure buried under Seminary Hill where later balmy days made surface display difficult to detect so officials decided not to pursue the issue further after his visit had ended; however local newspapers did report on his findings when he returned home late one evening en route back from Pittsburg Landing .
