Monroe is a small town in the northwestern corner of Ohio, United States. It is located on the Scioto River, about 15 miles (24 km) northwest of Cleveland and 20 miles (32 km) northeast of Toledo. Founded by English colonists in 1788 as Monroeville, Monroe was renamed for James Monroe, U.S. president from 1825 to 1829 and brother-in-law of John Adams. The name "Monroe" comes from an Indian word meaning "place where light meets dark." In 1801, a post office called Monroeville was opened and remained operational until it was discontinued in 1907. The Erie Canal reached Monroe in 1827 and brought development to the area; steamboats used the canal to transport goods upriver. A milling industry developed around this time with production ranging from flour and meal for local Consumption to bricks and mortar for buildings such as churches and schools. In 1901, voters approved a referendum proposing that the town be incorporated as a village within its boundaries instead of remaining unincorporated because it did not have enough residents to support a full-fledged municipality under its own charter amendment passed two years earlier by referendum committee appointed by then-Mayor George Willsbury Sr.. Incorporation took place on July 1, 1901 with 714 residents living in what is now known as downtown Monroe Village while 811 residents lived east of US Route 421 on what are now Orchard Road NE and Paulding Road NW today. The incorporation provided better legal protection for businesses within city limits which helped keep them open during prohibition era raids by state police officers looking for liquor dealers operating without government licenses or registration certificates... By 1920 there were only 104 residents living Downtown; all but 10 had moved out into their original township villages annexed after prohibition ended... There has been periodic growth throughout history with annexations but most recently since 2000 when adding Orchard Rd NE & Paulding Rd NW resulted in more than doubling current population

In 1870, the railroad reached Monroe and the village grew along with it. In 1897, the city of Cleveland laid claim to what is now Monroe and annexed it into its city limits; however, the annexation never took place. The population of Monroe peaked at 20,000 during World War II but declined thereafter as manufacturing left for new jobs elsewhere. Monroe was originally named Wabash, after the river that flows through it. The first settler in Monroe was John Gibson, who arrived in 1790. In 1801, Ohio Territory was created from part of Indiana Territory and Monroe became the capital of that territory. In 1803, the United States acquired this territory from France as part of the Louisiana Purchase. The capital moved to St. Louis in1836 and then to Washington, D.C., before returning to Monroe in 1881.
