The town grew rapidly during its early years as traders and farmers shipped goods from Cleveland to Monroe and beyond. By 1830, there were 6 businesses in town; more than half of the residents were employed in agriculture or manufacturing. In 1831, local citizens voted to become an independent city and named it after themselves - Monroe became a municipally-controlled city under charter dated December 15, 1831. The rapid growth of Monroe led to problems beginning in 1835 when many new businesses were set up without permits or building regulations being followed. A fire that destroyed most of downtown on October 24th burned for days before being put out by firefighters using only one engine per hour; this event is still considered one of the most dramatic examples of public service heroism in Ohio history In 1865, Confederate General Robert Ewell's troops skirmished near Monroe while retreating from battle south of Cincinnati after their defeat at Perryville; this event marked the end of Reconstruction in America and helped lead tothe American Civil War After the war ended, many white Americans moved into what had been African American neighborhoods while other whites continued to live behind fences throughout much of Ohio until 1954 when all race segregation was outlawed nationwide

It was founded in 1814 by General George Washington Wilkinson and named for him. The community became a railroad town in 1851. It was renamed Monroe after President James K. Polk in 1907. Monroe is located on the west side of the Monongahela River, about east of Pittsburgh and west of Cincinnati. It is bordered to the north by Ross Township, to the east by Lake View Township, to the south by Union Township and to the west by Greenfield Township. The community developed around a small creek that flows through it from east to west. On one side of the creek stands an old white schoolhouse which served as its first courthouse until 1865; on the other side stand several churches and two stores built between 1850 and 1860 along with some homes dating back to 1814 or earlier. The first settler in Monroe was General George Washington Wilkinson who came there from Huntingdon County, Pennsylvania (now Allegheny County). He arrived April 13th, 1814 with his family including wife Catharine (née Fenton) Wilkinson ( aboard USS Constitution), three children under eight years old John Witherspoon Wilkinson Jr., Hannah Wilkinson (born October 5th 1799), 10-year-old son Amos Witherspoon Wilkinson III., 9-year-old daughter Sarah Atherton Wilkinson (born December 12th 1800) and four slaves Kittrell Pemberton (-November 3rd 1830) Martha Ann Pemberton (-October 26th 1840), Thomas Pemberton (-August 1st 1840). They set up house #4 on lot #6 opposite current day home number 2131 Greenfield Road across from present day home number 2130 Greenfield Road where they would live for six years before moving onto lot #7 Lot 7 had been deeded to them November 6th 1800 by Captain David Craftsman during purchase of land Lots were surveyed & laid out August 25 th & 27 th 1800 when surveyor James Dickey resided following directions given him by Major John Forbes . When land surveys were made Lt Col Henry Heth purchased lots Nos 11 & 12 Sept 1800 thenceforward known as Doctor Heth's Addition adjoining Lots 11 & 12 Dr Heth owned No particular use could be found for those lots so they remained undeveloped till he sold them all together Oct 1863 To Captains Lewis Nance Nov 1863 then Ldr Jno E Richardson Dec 1863 Commander US Navy Yard Portsmouth Va Jan 1865 now Mrs Geo Beattie thru Dec 1966
