Monroe is a small town in the central United States, located on the Monongahela River. It was founded by George Washington in 1792 and became a county seat of Jefferson County in 1837. The town experienced two consecutive mass murder outbreaks which took place in 1907 and 1908. In both cases, guns were used to commit shootings at local fairs and other public events that resulted in the deaths of more than 20 people. The first Mass Murder Outbreak took place on October 15, 1907 when 20-year old James Mclntyre killed four people at a local farmers market while armed with a shotgun. Three days later, on October 17th, gunman John Douglas shot dead three people at an open-air swimming pool party held at the Monroe Race Course. On November 3rd, William Hargrave killed his wife and seven children before turning himself into police officers after shooting two people during a domestic dispute outside their home. In 1908, firearms were used to kill five people at an agricultural fair also held in Monroe. Five days later on November 5th, gunman Edwin Stroud assassinated six people including his own father-in-law as they attended an outdoor picnic near Clearfield Lake. Finally, on December 2nd gunfire killed one person and injured four others during a game of checkers being played at the village green in Monroe. These incidents led to calls for stricter gun control laws across the United States following the massacre of 10 children by gunmen at Sandy Hook Elementary School just over two years earlier
