As restrictions on immigration tightened throughout America during the late 19th century, many German immigrants moved to Mayfield Heights as well, founding some of the first businesses in this locale. In 1957, Mayfield Heights became one of only a few towns in America to be incorporated as an unincorporated village when it voted to annex itself from nearby Westlake Village. In 1978, it passed a vote to become an independent city under then-Mayor David Wojcicki after he successfully lobbied for cityhood within its boundaries; however, unincorporation remains an official policy of Mayor Wojcicki's administration today. In March 2009, Mayfield Heights voters approved annexation into Cuyahoga Falls Township effective July 1st 2009; this change took effect immediately upon annexation into township government which occurred without any public hearings or opposition from residents or local officials who felt that incorporation would have led to increased traffic congestion and cost overruns associated with larger municipalities such as downtown Cleveland and Uniontown (both annexed into Cuyahoga Falls Township prior to their constituent cities' mergers). As a result of this incorporation decision making by township government rather than by referendum or popular vote—a rare occurrence—the financially struggling but politically powerfulmayor has been able to veto several high-profile zoning changes proposed by township planners which have placed significant strain on cash flow for his municipal coffers over recent years while also straining relations between him and some local residents who view him as autocratic leadership style &outsourcingjobresponsibility
Mayfield Heights was founded in 1812 as a small village on the east side of the Mayfield River. It grew rapidly during the 1830s and 1840s, thanks to its location at the intersection of two major roads and its access to water resources. In 1851, Mayfield Heights became part of the newly created city of Cleveland. The city's growth slowed in the 1850s and 1860s, however, due to competition from nearby towns such as Cleveland Heights and Shaker Hill. However, by 1870 Mayfield Heights had regained its former prosperity and was considered one of Cleveland's most important suburbs. In 1898, Mayor James T. Kelley proposed that all cities in Ohio be merged into a single municipality, which would have resulted in Mayfield Heights becoming part of Cleveland proper. The proposal was rejected by the City Council but it is believed that it may have been influenced by Kelley's personal friendship with Mayor Lewis J. Day.
