The first settler in Mansfield was John Richardson who came from England in 1795 and erected a log cabin on what is now Gainesville Road. In 1807, George Washington Moore established a grist mill on High Street which became known as "the American Mills". In 1832, Wm. Hocking opened a sawmill on East Main Street which became one of the largest sawmills in America. In 1847, Jno. Bowers established a grocery store and hotel on North College Avenue which later became known as "Bowers' Hotel". In 1874, Nathan Abbott organized a group of farmers to purchase 160 acres (63 hectares) of land east of town and form the Highland County Agricultural Society with intent to promote agriculture and improve local transportation by building roads and investing in other resources such as mills and irrigation systems. The society moved its offices to Mansfield from Chillicothe in 1907 when it merged with another agricultural society there. In 1911, Mansfield incorporated as a village under charter number 3015 from Highland Township but discontinued operations due to lack of support from voters until 1958 when it re-emerged as an independent municipality with three wards represented by elected officials: Mayor (1st Ward), Aldermen (2nd Ward), and Trustees (3rd Ward). On November 2nd that year, voters approved an initiative creating two new wards – District 1 for residents living within four miles (6 km) of Mansfield Village Hall while District 2 encompassed all residents outside those boundaries except for residents inside District 1 whose homes were within 4 miles (6 km) of their own place of residence only if they had paid property taxes here since before January 1st 1960; thus becoming part of what is now called “Mansfields” district after incorporation into municipality! On February 12th 1961 City Council passed an ordinance establishing zoning regulations for industrial development within designated “Industrial Areas” including areas surrounding villages like MansFIELD! This ordinance remains effective today continuing regulates operations related to Industrial Development within Municipalities across United States through different levels including Zoning Appeals Board & Planning Commission! The city has since grown rapidly with annexed areas to the south and east and has seen major construction projects such as Riverfront Stadium (now known as FirstEnergy Stadium) being built on its core area including New Market Place which replaced Lansdowne Park in 2001.
