Despite these objections (), on March 15th Borough President James Fenton ordered all businesses closed so that citizens could meet together at Market Place to discuss options ()). After some deliberation(), it was decided unanimously that incorporation into a city would be better for both residents and business owners (). Accordingly,. On April 1st Gorham Ayer became Mayor pursuant to Ordinance No 5653 ()). Construction began immediately upon incorporation into city status with plans for an expanded downtown including streetscape Improvements projected at $1 million (). However,, because there were no funds available from appropriations made pursuant thereto (), much work stopped while local businessmen negotiated offers from other cities interested in taking advantage of what they saw as an opportunity ())). Additionally,, during Gorham Ayer's term (1825-29), efforts were made by council members Pease & Hesseltine () unsuccessfully ())to raise money through excise taxes levied upon landowners (); finally()on May 9th 1830%, following negotiations with Governor John Graves Simcoe (), Council passed Resolution requesting he issue an Executive Order Intenting That There Be A Grant Made Available For Expenditures In connection With said Municipality And Requesting That Said Grant Be Allocated To Build Docks And Dock Water System.. This led quickly to establishment OF THE CITY DOCKS AND WATER SYSTEM AS AN ACTIVITY OF THE COUNCIL AND ITS GOVERNOR
Lorain was founded in 1855 by John Lorain, a Quaker. The town grew rapidly and by 1871 it had a population of over 1,000 people. In 1870s there were two large mills in the town - the J.B. Phelps & Sons mill on the east side of Main Street and the Beecham & Company mill on the west side of Main Street. The Beecham & Company mill was replaced by the Lorain Manufacturing Company in 1903. The Lorain Manufacturing Company was absorbed into General Motors in 1936.
