In 1851, Lancaster, Ohio began to experiment with handguns. A group of men met to discuss the feasibility of manufacturing firearms in the town. They decided that a handgun factory would be a good idea and formed the Gunnery and Rifle Company. The first guns were made from rawhide and leather but soon production became more efficient by using a hog-butchering mill to make parts for handguns. The Gunnery and Rifle Company continued making handguns until 1857 when they merged with another gun company to form the Welland Rifle Company. The Welland Rifle Company continued making handguns until 1861 when they merged with another gun company to form the Frick & Hamlin Arms Corporation. This merger made Frick & Hamlin one of America's leading firearms manufacturers. After World War I, many people in Lancaster began buying rifles instead of handguns because they felt that pistols were no longer suitable for warfare purposes. In 1922, Frick & Hamlin sold their assets to Winchester Firearms Corporation which then continued producing handguns under the name Winchester Repeating Arms Company until 1939 when it was renamed Winchester Ammunition Corporation due to its ownership by Remington Arms Co Incorporated (RAC). After World War II, RAC manufactured most all types of ammunition including rifle rounds as well as handgun rounds through an armory on Clymer Street in downtown Lancaster before closing down in 1987.

This policy change received mixed reactions from residents who felt their neighborhoods were being sacrificed while those near transit stops were getting extra benefits; nevertheless, it became law after a contentious debate between Barrett and Councilman Dan Gilbert over how much impact open-air communities would have on traffic congestion inside city limits.[2] A study conducted by University Circle Holdings LLC in early 2009 found that Lancaster had among highest levels of traffic congestion reported anywhere in Greater Cleveland.[3] The Great Recession caused joblessness rates in Lancaster to increase markedly,[4] although they have since begun to decline[5][6] particularly since jobs moving into or out of town have become increasingly difficult to find: As Of February 2017 there were only 73 full-time equivalent jobs (FTEJ) available for every 100 employed citizens[7].

Lancaster, Ohio is a city in the U.S. state of Ohio and the county seat of Lancaster County. The population was 779 at the 2010 census, making it the third-most populous municipality in Lancaster County after Painesville and Youngstown. The first European settlers in what is now Lancaster County were Dutch farmers who arrived in 1618 and established a trading post on the Monongahela River. By 1795, there were over 60 farms and six churches located within what is now Lancaster County. The area became part of Northwest Territory when that territory was divided between Virginia and Pennsylvania during the American Revolution. In 1801, rifle manufacturer Samuel Colt founded a rancho (land grant) called "Lancaster" on land that later became part of Painesville Township; he named it for his birthplace, Lancaster, England. The township's first town meeting was held on July 14, 1802. In 1825, commissioners from Dayton built a courthouse near present-day downtown Lancaster to serve as an interim center until a more permanent structure could be erected. On December 12 of that year, trustees from Dayton voted to annex parts of Painesville Township so as to form a new consolidated city government with its own police force and fire department; this decision was overturned by members of the township commission who contended that annexation would have constituted an unconstitutional change in political status without prior approval from their counterparts in Dayton. A new ordinance setting forth procedures for municipal incorporation passed by referendum on February 11, 1826 resulted in cityhood for Lancaster; this act also received royal assent from George Washington on February 26th. Lancaster quickly prospered due to its location at the confluence of major rivers: the Monongahela River provided access to numerous markets while also providing transportation links with Pittsburgh and Cincinnati); thanks also to its role as both commercial capital during America's early period of industrialization (the city grew rapidly becoming one of Toledo's leading economic engines) and as home to several colleges/universities including Yale University (which opened its doors in 1829), Brown University (founded by Revolutions-era patriots), Wright Institute (named for famous Physicist John Dyson), Temple University (opened its doors in 1892), State Normal School No 1 (now Cleveland State University), and Western Reserve Academy (later Case Western Reserve University).
