When news reached Washington D C that South Carolina had seceded from America and become an independent country called Confederate States Of America (CSA), many members of Congress decided that slavery should be allowed within newly acquired territory because it would help keep those boundaries clear while southern slaveholders continued to rule their areas free from British control. After careful consideration, Congress passed legislation allowing slaveowners within newly acquired territory to keep their slaves as long as they paid white men$200 per year for each black person owned plus an additional $1 per day for each white person living there with them – this measure became known as "internal migration". In July 1861, Abraham Lincoln became president after he was elected on November 4th via an electoral vote won by Northern Democrats over Southern Republicans under John Breckinridge Sr..
