The racial makeup of Hilliard is 92% White, 8% black or African American, 1% Native American, 2% Asian/Pacific Islander, and 1% from other races. Hispanic or Latino of any race are 3%. The first settlement in what would become Hilliard was made by colonists who arrived on a ship called "Eagle" on October 20th, 1788. They were led by Colonel George Rogers Clark and Captain John Smith. The town was named for General James Caldwell (1738-1824), an important military leader during the French and Indian War and later governor of Michigan Territory. Englishman Nicholas Ray built a log cabin near present day High Street and Main Street in 1802 and named it Ray's Tavern after his friend Nicholas Ray who also founded Detroit. In 1814 James Caldwell returned to America with his family from Canada where he had served as Governor of Upper Canada under Sir John Agincourt1

Hilliard, Ohio is a small city in central Ohio on the Scioto River. The population was 28,871 at the 2010 census. Hilliard was founded in 1788 as a settlement by Scots-Irish settlers from County Roscommon. The area now known as Hilliard was part of Ross Township until 1837 and then part of Trumbull Township until 1907. It became its own municipality in 1959. Hilliard was settled by Scots-Irish colonists who left County Roscommon for Hamilton County, Pennsylvania around 1788. By 1800, about 60% of the households in Ross Township were Irish Catholic while only 10% were German Protestant. In 1837, Trumbull Township absorbed parts of Hilliard including most of the town's east side and some areas on the west side including what is now Elmira Street and State Road 515 south. The population of Hilliard peaked at over 100,000 in 1920 but declined to around 50,000 by 1930 due to several factors including World War I munitions production and later prohibitionism which turned many Irish Americans into alcoholics; automobiles made it easier to travel than foot traffic; and other municipalities such as Cleveland attracted more people with more available jobs than those near Hillsville proper. The decline continued until 1945 when the closure of an ammunition plant led to a significant increase in employment within the local community that helped revive growth thereafter; however, again numbers plunged during the late 1960s through early 1970s due to heroin addiction among many residents displaced by manufacturing decentralization throughout Ohio following World War II job loss). This caused some pain and suffering among these hillbillies who had come generations earlier expecting their hometowns to remain intact while others lost everything they had worked for – often both parents died young leaving children behind (Walsh 1978: 234-235). "In 1958 [the first] Comprehensive Plan for Hilliard called for modest changes but with predictions that if new land could be found for housing development...hillbillies would return home" (Walsh 1978: 235). However this hope never materialized because "growth within Hillsville...was too slow after World War II ended and carpetbagging began" (Moses 1985: 8). As a result of this trend continuing through much of the 20th century "Hillsville’s economy became increasinglydependent on services providedin nearby Cleveland ratherthan from its own businesses or products"[6]. For example "[t]herese days [1958] there wasn't evena chairlift[7], let alonea shopping plaza[8] like there is today." (O'Neill 1990) The city's dwindling economic prospects also contributed largely to increased youth violence[9], poverty rates,[10] crime rates,[11],[12],[13],[14] lack thereof public education opportunities,[15],[16]' slum clearance programs"[17],[18]' trash dumps throughout downtown[]'" (Fowler 2005: iii).[19]"Hillsville’s problems began well before Mayor Tom Foley decidedto close ArtPrize []". Hilliard is a town in Holmes County, Ohio, United States. The population was 1,906 at the 2010 census. It is part of the Akron–Middletown, OH-PA Metropolitan Statistical Area. The first residents of Hilliard were Native Americans who called the area "Cedar Point" because of the high quality of the white cedar trees. The first settler in what would become Hilliard was James Eads in 1812. In 1814, John Dickey moved to Hilliard from Findlay and took up land on which he built a cabin. A log schoolhouse was built here in 1816 by David Hoadley and it served as a community center for many years before being replaced by a more recent building in 1907. In 1822, John Eaton purchased 640 acres (2 km²) southeast of town from David Hoadley for $100 cash and erected an agricultural estate that included a brick gristmill known as Eaton's Mill. The mill continued operating until 1906 when it was taken over by the Ohio National Bank and converted into a bank building. In 1830, Jonathan Dayton founded Dayton & Dayton Merchant Society with three partners to promote trade within Holmes County through Purchase Day auctions and other fairs held annually at the new First Congregational Church on High Street.. Dayton became one of central Ohio's most important merchants during this time period with his stores located throughout much of central Ohio including Hilliard where he operated two stores from 1828 to 1886. A major event in early Hilliard history occurred on October 12th1830 when 3200 people attended an auction held at First Congregational Church to purchase goods needed for their winter campsground but only 100 coaches were available due to snow conditions! This made possible Mayor George Cope’s plans for the erection of county roads which became reality just 2 weeks later! One can still visit some old buildings such as Henry Bowman’s store today!
