On November 5, 2000, Hillsburg Township trustees voted 3-2 to create a city government within Hillsborough Townshiplimits with Mayor Donnie Dowell as mayor and City Council members Rick Byrnes (left) and Dave Smith (right) as first vice mayors; City Manager Rick Byrnes was also elected president of the new city government with powers including zoning authority and revenue collection; however, this measure failed to pass referendum status when it came back to vote on December 15th due to lack of support from Upper Township trustee incumbents David Boggs (left), Randy Caldwell (right) and Tom Guscinich (center). In January 2001, after years of planning and fundraising by Mayor Dowell's City Government Unit, work began on developing what would become downtown Hilliard into one of central Ohio's most vibrant communities anchored around two cultural institutions: The Ohio State University campus at One Grant Square and local art galleries/buskers scene called "The Alley". As development continued apace throughout 2002-2004 Downtown businesses such as Subway sandwich shops started opening up along Elm Street towards Grant Square while bars like Pappy & Harriet’s closed up shop near Highways 20 & 71 because their state liquor license had not been renewed since before Dayton annexed Hillsboro Heights! This created some major traffic backups during peak hours which frustrated many residents but ultimately generated over 1 million dollars in economic development for downtown all while making downtownhilliardtheonly solution for alleviating congestion! By 2006 core retail stores were starting to reopen along Elm Street again although service levels were generally poor due mainly to bad construction practices followed by consultant Robert Ayers who later plead guilty to federal charges related to his role in designing then carrying out defective sidewalks throughout much of downtownHillsburg! Today much has changed with Downtown now home not justto restaurants but also larger retailers that are able to provide good service despite gridlock caused by recent construction projects thanks largely to Mayor Dowell’s hard work!!!
