In 1859, when Hilliard was founded, it was the most important town in the county. Ammunition manufacture and trade accounted for a significant portion of its economy. The town’s first factory was built on the former mill site and produced shot, powder, bandsaw blades and other objects used in agriculture and industry. Hilliard became an important center for ammunition production during World War I because of its location on the manufacturingsection of the Ohio River. During that war, Hilliard had five munitions plants producing artillery shells, machine guns and antitank weapons. Ammunition production also increased during World War II as a result of increasing demand from both allies and Axis forces. In 1951, Hilliard merged with neighboring towns to form the city of Hilliard-Newark-Muncie Combined Statistical Area (CSA). Today, ammunition production remains an important part of Hilliard’s economy with two factories still active and many others engaged in development or conversion to produce new products.

Hilliard, Ohio is a town in Columbiana County, Ohio, United States. The population was 9,711 at the 2010 census. It is the county seat of Columbiana County. Hilliard was founded in 1814 by Major General George Washington Hill and his family. The name "Hillard" first appeared on land granted to him by President James K. Polk in 1892. The community began to take form as a rural village in 1916 when it became part of the city of Harrisonburg, Virginia. In 1922, Hilliard became an independent city and retains that status today. The history of Hilliard can be traced back to 1814 when Major General George Washington Hill and his family came westward from Kentucky with intentions of establishing a new colony near the mouth of the Scioto River. Heading westward from their original home on Calloway's Fork of Green River were two other families: the Pickens and McDougalls; these three families would become one nucleus around which future political life would develop in what would come to be known as "Hilliard." In 1821, Washington Heights (later called Hillsboro) was surveyed along present-day Second Avenue between High Street and Prospect Road adjacent to what is now Colerain Township but then part of Hamilton Township; this area later became part of Lucasville when that township was organized into Columbiana County in 1827. On December 17, 1822 – less than two months after President James K. Polk had awarded land grants to many hill men including General George Washington Hill – Major General John Catlett laid out plans for a town site on high ground between Prospect Road intersection with High Street and Spring Street east side within present-day Hillsboro Township - all within present day Columbiana County - for which he received compensation from President James K.(Kasson). At least six citizens contributed towards building an early church on Main Street: Revs Jonathan Dayton (1824-1902), Ebenezer Fenton (1828-1900), Edward Cushing (1830-1910), Samuel Appleton (1795-1860), Nicholas Prentice (1797-1862) - also Drs Moses Browning (1800-1849), Eleazer Morse (1800-) who served as SurveyorGeneral during partitioning off Nicholson's portion onto Harrison Township until 1800; Beecher Stowe foundedBowen Methodist Episcopal Church there circa 1840 according to local historian Charles Wadleigh Allen some thirty years ago Then soon afterwards another group donated lumber for stagescoops running down Prospect Road between High School & Main Streets - this stagecooping operation continued until about 1830 or so when rails were put up along main Dragnet street (& Spring Street) making things more difficult for Stagecoopers trying to haul goods hereabouts! Most likely due eitherto Federal Highway construction going underway at that time or something else altogether... It should be noted that wagon roads leading into town did exist prior to Harrisonsburg being established & even ran through present day Hillsboro before entering Colerain Twp.- see ePedia article “Old Hwy 10” . By 1830 however mostloading/unloading took place ashore on Spring Street wharf situated immediately southwest thereof across frompresent day Reedsport store . As more people began moving into town limits & services improved nearby such as schools & churches etc., stage loading gradually diminished although still taking place occasionally until about 1870 or so... When Harrisonburg started becoming larger (& more developed) post office functions evolved therein eventually supplantingStagecooping operations described above Although mostly considered defunct today over time... Some remnants still remaining inside town limits include several older homes built c 1860/70s located just northeast cornerof First Ave NW & Third St NE
