However, during the 1930s and 1940s, when Cleveland's population exploded due to World War II and new economic opportunities, much of what is now known as Garfield Heights were developed along Winton Road. The first high school opened in Garfield Heights in 1914. It was named after General George Armstrong Custer (1863-1947). The school closed in 1969 but reopened as Eastern High School in 1978. Eastern shut down again in 2003 but reopened as Garfields School District One Elementary/Secondary School that year. The current building opened on September 15th, 2017

In 1954, the Township changed its name to Garfield Heights Incorporated and adopted a new form of government which remains today.
