Garfield Heights is located in the greater Cincinnati metropolitan area and it has been a community for over 100 years. The first settlers in the area were farmers who arrived around 1825. By 1830, Garfield Heights had a population of about 50 people. There was no school until 1836, when a schoolhouse was built by Reverend James Denny. The town continued to grow rapidly from its initial population of 10 to 150 people within 10 years. In 1857, the Ohio General Assembly passed an act that created Clermont Township and gave it to Garfield Heights. In 1865, Garfield Heights became one of the ten townships in Covington County. It formally incorporated as a city on May 25, 1870 with a population of 2,500 people. On November 3rd, 1907, Cleveland voters ratified an amendment to their city charter that made it an open-air market town with no limits on how much land could be used for commerce or housing; this change increased the city's size by 375%. On December 12th, 1932 – fifteen years after incorporation – Cleveland voters ratified another amendment increasing its boundaries by 20% to include all of Parkland Township (later part of Lawrenceburg). In 1937-38 residents voted to annex parts of northeastern Shelby County (the current suburbs of Dayton) which would increase its size by another 205%. On February 1st, 1990 – twenty-eight years after incorporation – Cleveland voters ratified yet another amendment enlarging its boundaries yet again by 50%, including most of Delaware Township (now part of Findlay). This addition raised the total population size to 4761 inhabitants as of 2019 census data!

The first settlers in Garfield Heights were German immigrants who arrived in 1814. They named their town after President James K. Polk, who had just been elected to office. The name "Garfield" was chosen because it reminded them of a large Scotsman who had settled in the township about two miles away from where they lived. In 1835, the village of Garfield Heights and six other townships were formed from parts of Mahoning County by an act of the General Assembly under which Cleveland became the county seat of Mahoning County. The villages and townships were abolished by an act of the state legislature on December 12, 1853, when Mahoning County was divided into three districts with Cleveland as the only center. The village of Garfield Heights continued to be governed by a board of trustees until it merged with neighboring unincorporated communities on January 1, 1907 under an act passed by the General Assembly that provided for municipal consolidation withinMahoning County subject to approval by a referendum held four months earlier. At that time, there were 3,500 residents living in what is now Garfield Heights; 3% more than when it first incorporated as a village In 1969-1970 during federally funded redevelopment efforts for downtown Cleveland some neighborhoods near Case Western Reserve University (CWRU) were targeted for demolition but due to public outcry and pressure from preservationists CWRU voted not to demolish any neighborhood and instead keep it Mostly intact as one cohesive community known as University Circle .
