In 1936–1937 when Cleveland Mayor James Cox seeking reelection against incumbent Republican incumbent Maurice Sheahan encountered resistance from many businesses owners due to his progressive policies related to prohibition,[3][4] local farmers began forming groups similar to those associated with Civic Federation in order oppose Cox's proposed anti-business initiatives[5][6], but ultimately lost because unlike Sheahan who had significant backing from business interests,[7][8] Cox received wide popular support among citizens across all income levels[9]. As a result of this public opposition and lack thereof against future mayoral candidates unable or unwilling or unable to tap into these sentimentally powered coalitions[10], shehan narrowly won re-election over Cox with over 60% of the vote - one of only two occasions during her tenure where over 50% percent was polled[11].
