In 1819, a post office called "Foster" was established at the mill, and remained so until it closed in 1901. The first school in what is now Fostoria County was built on the banks of the Scioto River about 1827. It continued to be used until about 1830 when it burned down. A new school was built on the same site about 1830 and continued to be used until it also burned down around 1840. In 1840, a store named "Garland & Co." opened up at what is now Main Street and First Avenue near present-dayPOSCO Energy Inc.'s plant north of downtown Fostoria. It operated until about 1840 when it caught fire and burned down as well. In 1851, a post office called "Erie" was established at Foster's gristmill; however, this post office ceased operation before it had any mail service provided by arriving trainloads weekly. The first oil well drilled in Ohio during that year occurred just east of Vandalia along Little Miami Creek near modern day Perrysburg (now part of Holmesburg Township). This well began production on November 20th, 1852 under license from Cleveland Gas & Oil Co., which had been organized two weeks earlier as a result of an effort by General David Dixon to improve transportation through central Ohio following extensive construction projects throughout the area financed by millionaire Andrew Carnegie (the founder and organizer of Pittsburgh Steel Works). By 1865 there were over seventy such operations operating across Pennsylvania and Indiana Territory with interests stretching into Canada; however these wells were generally unsuccessful due to poor drainage or mudslides caused by heavy rains or snowmelt activity associated with shale formations underlying much larger sections of Pennsylvanian terrain than those within central Ohio where gas drilling operations were then taking place
