In 1868, the Ohio Legislature created a state police force to keep order in the town. Fostoria began as an agricultural town on the southern edge of present-day Akron, founded by American Revolutionary War veteran Samuel McIntosh in 1792. In 1814, McIntosh's son John built a log cabin on what is now Main Street in Fostoria to serve as his father's home and business center. The first store opened in 1815 and soon became known as "the most important store in Akron." John McIntosh also founded the first school in Akron and set up a library and museum hereabouts; these were among the earliest public institutions in Akron and one of its lasting legacies. The primary industries at this time were agriculture (farming) and manufacturing (paintballing). During World War II, steel production increased here due to wartime demand for munitions; however, much of that activity ceased after 1945 when market prices for metals changed dramatically. In 1970, Alfred Pemberton purchased lands east of downtown from descendants of early settler John McIntosh for $8 million; this led to Fostoria becoming one of Ohio's largest urban areas based on population growth since 1920s when Cleveland had become one of America's largest cities by adding tens of thousands more residents each decade through annexation or suburban development. In recent years there has been heavy redevelopment along route 27 which bisects downtown Fostori
Fostoria was founded in 1836 by John F. Kellogg and his wife, Anna M. Kellogg. The city's first store, The Fostoria Mercantile Company, opened in 1837 on the corner of Market and Erie Streets. In 1839, the Kelloggs donated land to create a public square in honor of their daughter Frances A. Cook, who had been born in Ohio in 1819. In 1907, Fostoria became an incorporated city with a population of about 100 people.
