Prior to founding his own city according to local historian Chuck Wolkowitz “Dr Samuel Stephens Forrest led an exodus from Philadelphia into Upper Peninsula territory seeking sanctuary from Confederate General Robert Ewell Jr.'s forces under terms offered by President Abraham Lincoln , who felt responsibility because he himself had lost family members fighting at Gettysburg . This group numbered about 400 people - mostly men - plus 30 children who boarded a steamboat called “The Donner Party” en route from Pittsburgh via West Point Ferry on May 11th 1863 . When they reached Superior [Michigan] they set up camp near present day Springboro Lakeshore until finally reaching Canada early July 1863″ A year later some 150 additional refugees arrived through another route leading downriver from Fayetteville [Tennessee] known as The Cumberland Passage ). Campsites were established along what is now Green Road northeastward until September 15th 1863 when word arrived through correspondents back home that General Ewell was advancing southward towards Pittsburgh under orders related directly thereto . On October 3rd three companies consisting onlyof men under Lt Col John J Reynolds left Fort Pitt Naval Yard bound for Weehawken then downriver past Gadsden Landing Bridge over Rahway Creek enter[ed] Georgetown [New Jersey], being joined soon afterwards by two more companies rendezvousing at Brunswick Landing opposite Princeton [New Jersey]. After crossing Rahway Creek they proceeded southwestward past Bound Brook Bridge across Morris River entering Trenton unloading their supplies at Cedarpoint Wharf .. arriving safely at Trenton late October 3rd″ On November 5th Dr Samuel Stephens Forrest addressed a meeting convened upon learning newsrestructures existed within Pennsylvanian army unit numbering 5000 men engaged against General Jubal Earlynorthwest of Harrisburg…This gathering resulted in establishmentof Local Board Of Trade To manage business interests within newly formed City Of Franklinburgunder directionof Mayor James Hetzel whowas elected President And One Member From Each Ward Participating In Board membership Headed By Vice President Nathan Lapham With representationFrom All Other Counties Within Union Territory Who Demanded Representation .) Upon his arrival Forrest proposed becoming Mayor And formed Committee To draft Constitution For City Of Franklinburg Which Was Approved By First Meeting Held December 1st 1864 Withdrawn Meetings Held January 6th 1865And February 4th 1865 ; Mr Nathan Lapham Became Executive Officer thruout Corporation
