In 1815, James Butler (a Democrat from Warren Township) succeeded Smeaton as Mayor of Findlay and began to develop what would become Butler Manufacturing Company here. The company had its beginnings as a small loom and carding business but soon became known for its rifles and shotguns. In 1870, the town voted to become an incorporated municipality with a Mayor-Council system. The population reached 10,000 by 1880 and 20,000 by 1890. Findlay lost its charter as an incorporation municipality in 1902 but regained it in 1912 after passage of legislation creating new municipalities within Lucas County based on county size instead of town size.
