After much discussion, Wilson's proposal passed into law as The Munitions Export Administration Act (MEA). MEA established the United States Munitions Production Board (UPB) to oversee American munitions production. UPB was responsible for ensuring that American munitions were produced safely, efficiently, and within legal restrictions. The first products available under MEA were artillery shells and mortar rounds. In 1930, ammunition production moved from Iowa to Springfield Armory on Elmwood Avenue in downtown Findlay. In 1954, the town became an unincorporated community under federal jurisdiction due to its proximity to Cleveland. The last resident died in 1982.
